What are the military powers of the legislative branch?

I'm doing a paper and need to find powers of both legislative and executive branches in regards to the military.What are the military powers of the legislative branch?The legislative branch has the power to declare war. Congress abrogated this power when they passed the War Powers Act which allows the president to commit troops to war. I believe the War Powers Act is unconstitutional.
