Absolutely not.In a mandated military service program you will end-up with people who are dead set against serving and possibly would aid the enemy.Not to mention that people who are not mentally or physically able to serve could end up being forced to do so.Is mandatory military or social service good? We have had such a system for the military in the past. If they can attract enough volunteers, the draft doesn't need to come back.
I served in Vietnam during the draft years and served along some guys who never should have been in the service.
