How does voting work if your deployed for the military?

I can only imagine that people in Iraq can vote and the long term people stationed in South Korea, etc but I want to confirm this鈥?Because they may have a permanent residence on the military base are they able to vote in primaries or have any effect on the caucuses at all? What about the general election?
