It is illegal. As a sponsor, your responsibility is to support your dependents. The military pays higher housing allowance to the service member according to the number of dependents in the household.
Here is a situation which one of my soldiers encountered while stationed in Germany...
Soldiers wife decides to move back to the US. (couldn't stand living in a foreign country) The soldier was required to continue making payments on housing in Germany, and was also required to pay (provide) housing to the spouse who was now living back in the US. Had he not done so, the spouse would have the right to go to any military base and complain that her service member husband was not supporting her. The military would go ahead and automatically debit his pay each month that would go straight into her bank account.
So the answer to your question is this. No, it is not legal for him to charge you rent. As long as you are a dependent, he is required to support you. Not the other way around.
If you complain and a military authority questions your step father, he can always lie and say that he does not charge you rent. But, if you have some sort of paper trail such as a check stub which clearly has "rent" on the memo portion, then you can provide that to the authorities as proof that he is charging you rent. (I do not recommend stabbing your step father in the back like that).
It sounds as though your parents are trying to teach you a valuable lesson in money management. I do not know how old you are, but in some cases where the dependent is 16 years or under, this can be a difficult lesson to bare. I suggest that you sit down and have an adult conversation with your family and describe your objections.
