Let me give a example about Nato.
Nato had two different clearance certification .. about Nuke's and non-Nuke's .. and this two certification system works independently from the other.
Check this .. Clearance Levels using by Nato are :
to reach the nuke's %26amp; nuke's info - CTSA (Cosmic Top Secret Atomal) - NSA (NATO Secret ATOMAL) - NCA (NATO Confidential ATOMAL)
to reach the classified information - CTS (COSMIC Top Secret) - NS (NATO Secret) - NC (NATO Confidential) - NR (NATO Restricted - which is protected as Official Use Only) ..
with this system a CTSA can reach the missile fire code's but can't reach the target co-ordinates, that co- ordinates can collect by a CTS only.
u can see same "cell" certification systems at different agencies and branches .. like two key security at nuke silo's.
is that mean a civilian and/or politician who had Alfa security priority can't access military top secret information by solo.
main idea : right hands action must confirmed by left hand ..
